Connections Reform is clearing the queue but early generation planning still matters

Electricity Connections Reform has attracted significant industry attention, and rightly so. Under the old ‘first come, first served’ system, speculative or stalled projects were able to hold queue positions for years. The new approach shifts to a ‘first ready, first needed, first connected’ grid access for projects that are genuinely ready to build. The move to a more readiness-based queue will help unlock stalled capacity and prioritise viable projects. That’s positive news for the sector and a welcome step forward to address bottlenecks in the queue. However, it hasn’t removed application-stage risk or fix late-stage scope change delays.

One recurring issue we continue to see (particularly on development schemes) is generation being introduced later in the process, often after initial demand applications have been made. We’re focused on helping developers and contractors navigate this process with confidence, starting with early planning and clear communication at key application stages.

Why early engagement still matters

Raising generation at the correct stages remains critical:

• At the POC application with the host DNO. Identifying generation early helps network planners assess impacts alongside demand; this leads to more realistic forecasts and design work at an early stage
• At the AV application with us (UKPD). Incorporating generation ensures the allocation and offer stages reflect the true needs of the site, avoiding costly revisions later.

Being clear about generation plans early in the process will help you:

• Avoid delays caused by extra assessments or redesigns later in the application process
• Minimise costs associated with retrofitting, redesign fees, and duplicated paperwork
• Set more accurate expectations for customers and delivery partners
• Maximise the likelihood of securing a connection offer that matches your project’s timeline and objectives.

By raising generation at the right stages, you can stay ahead of delays and improve certainty for your projects.
